Presentation of the results of the Social Impact Study of the SIEs with the SROI methodology

The January 21st, the Social Impact Assessment Study of the Work of the Socio-Labor Insertion Enterprises of Navarre was presented. This study, funded by the Observatory of Social Reality, has aimed to determine the social return on investment of the 9 insertion companies in Navarra in 2019.

The presentation of the study had the participation of the general director of the Observatory of Social Reality, Planning and Evaluation of Social Policies, Luis Campos; Miriam Martón, Managing Director of the Navarrese Employment Service – Nafar Lansare (SNE-NL); and Eduardo Sanz, president of EINA.

Martón highlighted the role of the SNE-NL as the “main public agent that supports this essential resource” for the socio-labor insertion of people who live “complicated situations”. And he applauded the work of the institution to “achieve comprehensive and sustained care.” Specifically, the SNE-NL subsidizes the salary of hired unemployed persons and technical personnel.

The managing director of the SNE-NL also praised the work of HIAs in the context of the health crisis: “They are a reliable resource, whose value exceeds the result of the SROI calculated with data from 2019. In this tough year, you have maintained the employment without practically resorting to ERTE, bearing the cost of the pandemic. This shows the strong commitment to Navarrese people and society as representatives that you are of the Social Economy, and it also responds to the trust that the employment system places in the SIEs ”.

The measurement of social impact has been developed using the SROI methodology. This method has made it possible to estimate objectively the impacts generated by insertion companies. The preparation of the study, divided into 5 phases, took place between the months of February and October, having used in the field work the tools of semi-structured interview (16), face-to-face surveys (64) and questionnaires (36), making a total of 116 consultations, in which the workforce of the insertion companies, senior officials of the Navarre Employment Service and the Department of Social Rights of the Government of Navarra, as well as the representatives of the promoter entities of the insertion companies participated.

SOCIAL RETURN ON INVESTMENT

The result obtained shows that, for every euro invested in Navarre insertion companies, a social return of 1.8 euros is obtained. In 2019, the EIS handled resources of 6,826,470 euros, 42.19% from the Public Administrations, mostly SNE-NL, (42.19%) and 57.81% from private origin (36 % is bank financing and the rest, own resources, suppliers or creditors).

As a consequence of its activity, according to the general study, results of 12,154,700 euros. Among the largest interest groups benefiting from the activity of these companies, the group of workers in insertion itineraries stands out, 23.82% of the results revert to you.

It is important to point out that, as a consequence of their activity, insertion companies that are part of the Social Economy contribute to the general well-being of Navarre society. Thus, the position of the Public Administrations is noteworthy, who obtain savings of 3,637,665 euros as a result of the decrease in people under insertion income programs, as well as in relation to training costs. Finally, the activity of these companies also reverts significantly to the Navarrese economy; These entities carry out commercial transactions with clients, suppliers and local creditors, thus strengthening their ties with their immediate surroundings.
