The draft of the new Foral Decree that regulates the Integration Enterprises of Navarre, which will replace FD 94/2016 has passed its next parliamentary procedure and passes to the Council of Navarra for approval.
The Government of Navarre is preparing a new regulation to enable the opening of new social integration enterprises (SIE). In addition, it proposes measures to intensify the technical monitoring of people at risk of social exclusion who work at them, so as to increase the rates of integration in ordinary companies or through self-employment. The Government seeks to strengthen a resource that currently employs in Navarre, in 9 SIE, about 270 people, of which around 175 are people in situation or at risk of their social integration.
Specifically, to facilitate the creation of new entities, they will be able to access grants from the Navarre’s Employment Service – Nafar Lansare from their qualification, without having to wait two years, as is currently the case. In addition, to provide a better service to people at risk of exclusion and improve the rates of insertion in the ordinary company, the new decree proposes two measures:
In the first place, the SIEs will receive subsidies by technical personnel, depending on the number of workers in the process of insertion. Until now, each company could not have more than three subsidized technicians. This restriction also limited the growth of the SIEs. Second, the NES-NL will increase the subsidy for each technician by 33%, from the current 18,000 euros to 24,000 euros.
The Navarre’s Employment Service, dependent of the Department of Social Rights, has promoted this modification in collaboration with the social insertion companies, grouped in the EINA Association, within the strategy of generating resources and measures that favor the employment of the most vulnerable people.
In 2016, the Government of Navarre approved a new Regional Decree of regulation to adapt them to the state legal framework and favor the transition from the Social Insertion Centers to the Social Insertion Companies. Three years later, the Social and Labor Insertion Centers of Navarra have become Integration Enterprises, consolidating as an optimal resource to achieve the incorporation into the labor market of people with special difficulties for access to employment.
The main changes with respect to the current Foral Decree:
– The new SIEs will be able to access public aid without having to wait two years from their provisional qualification.
– The SIEs will receive subsidies by technical personnel based on the number of workers in integration processes.
– The NES-NL will increase the subsidy foe each technician by 33%, up to 24,000 euros.
