The Government of Navarre has approved, in its session today, a regional decree that will allow the creation of new social integration enterprises (SIE) as well as expand the number of workers at the moment in them.
The Regional Executive has adopted this agreement after obtaining the approval of the Council of Navarre for the modification project.
The Department of Social Rights promoted this measure, contemplated in the Government Programmatic Agreement, to favor the extension of this employment resource, specific for people in situation or at risk of exclusion that subsidizes the Navarre’s Employment Service – Nafar Lansare.
In the press conference after the session, the Social Rights Counselor, Carmen Maeztu, stressed the importance of these changes. “The SIE are an important resource in the field of socio-labor insertion, but with a limited impact, since their current capacity is an average of 170 jobs, with a subsequent insertion in the ordinary company of 52% of the people served. With the profile of unemployed people currently in Navarre, the result of the economic crisis, and given the needs of insertion, the Government of Navarre, in collaboration with the SIEs, puts mechanisms to strengthen it, ”he explained.
Specifically, the current regulation restricted the creation of new SIEs, since the aspiring companies had to operate two years without being able to access aid. Now this conditioner is eliminated and you can request them from your discharge.
In addition, the restriction of subsidizing up to a maximum of three techniques or technicians per entity, another element that limited the extension of the number of people in contracted insertion processes, is also eliminated. From now on, the aid will be applied based on these personnel employed. And, likewise, the SNE-NL will increase the subsidy by technician or technician by 33%, going from the current 18,000 euros to 24,000 euros. “In this way, the Department wants to influence a better service and a more intensive intervention, with greater subsequent insertion,” said Maeztu.
There are currently 9 SIEs in Navarra: Josenea Bio, Carranza Delgado, Eurolan, Transforma We take care of people, Ilundáin, Emaus Rags, Verazdin, Nabut and Inserlantxo. The new regulation aims to stimulate the opening of centers, beyond Pamplona / Iruña and its region, which is where 6 of the 9 existing ones are concentrated.
Throughout 2019, 240 different people have passed through the 170 positions, excluding women, half of them. The SIEs employ them for a maximum period of three years, in which technical personnel (21 people) prepare them to work in ordinary companies.
The SNE-NL subsidizes the salaries of this total of 191 jobs (75% of the minimum interprofessional salary and the cost of social security of people in processes of inclusion and fixed by technical assistance). Between 30 and 50% of the SIE’s staff must be made up of workers and workers in insertion processes.
In the General budget of Navarre, an item of 3,075 million euros is initially foreseen: 2.3 million for salaries and 700,000 for technical assistance for SIEs. The item for investments in Integration Enterprises remains unchanged with an allocation of 75,000 euros.
